Rust converter is for situations where blasting steel back to bright metal is impossible: embedded reinforcement, structural steel in a live plant, tanks, gates and railings where you can clean off the loose scale but not every trace of oxide.
The converter reacts with the remaining rust and turns it into a stable black compound that is chemically inert, tightly bonded and ready to receive a primer or topcoat. It buys years of life for steel that would otherwise keep corroding under fresh paint.

Wire brush or scrape off all flaking rust, mill scale and loose paint. Sound tight rust can remain.
Wash off oil and grease and let the surface dry fully.
Brush, roller or spray a wet, even coat. Work it into pits and corners.
The surface turns from rust-brown to blue-black as conversion occurs. Apply a second coat to any area that stays brown.
Once fully dry and uniformly black, apply the specified primer or protective topcoat.
