When a slab, column or wall has to be extended after the concrete has already been cast, the connection depends entirely on how well the new starter bars are anchored into the existing structure. A drilled hole filled by hand with mortar will not develop the bar.
Injection epoxy fills the annulus completely and bonds chemically to both the concrete and the bar, developing anchorage that in most cases exceeds the yield strength of the steel itself. It is the standard method for structural extensions, retrofits and strengthening work.

Drill to the specified diameter and depth with a rotary hammer, avoiding existing reinforcement.
Blow, brush, blow, and repeat at least twice. Dust left in the hole is the single biggest cause of anchor failure.
Dispense from the base of the hole upward, withdrawing the nozzle steadily and filling about two-thirds of the depth.
Push the clean bar in with a slow twisting motion. Excess resin should be pushed out at the mouth.
Do not move or load the bar during the specified cure time.
